The namespace doesn't require an all-or-nothing commitment. Three models, from lightest to complete — each fully reversible into the next.
The State receives and holds named addresses under the existing namespaces — for departments, agencies and programs — while day-to-day operation stays managed on its behalf.
Assignment authority is shared onchain between the State and the operator. Names issue under joint control; neither party can act unilaterally on what matters.
The namespaces are transferred to wallets the State controls. Full and final. The operator steps back; Queensland holds its naming layer outright.
Every model is executed onchain and verifiable. Nothing is held in trust off the record.

The namespaces themselves. The core Queensland TLDs, already minted onchain, with the authority to issue every second-level name beneath them.
Assignment control. The ability to grant, hold and organise names across Queensland — a city, an agency, a program, a public service, down to any department that needs a permanent address.
The onchain keys and governance. Control of the wallets and contract permissions that make the namespace resolve — transferred verifiably, with nothing retained.
Names and value are never held on the State's behalf by a third party. Control sits where it is assigned — onchain, directly.
Resolution does not rely on the operator staying in business. If the operator disappears, the namespace keeps resolving.
Any handover — assignment, sharing or full transfer — is recorded onchain and independently auditable. No paperwork to trust.
The rules of resolution are set by the contract and cannot be rewritten after the fact — not by the operator, not by any later holder.
